The Business Accelerator Loan Program is backed by BDC, but you cannot apply for it at BDC. You apply at your own bank or credit union, and only if it is one of nine partners.

The Business Accelerator Loan Program (often shortened to BALP) is part of BDC's Community Banking initiative. BDC guarantees up to 85% of the loan, which lets partner banks and credit unions lend to businesses they might otherwise turn down: businesses with a short credit history, younger owners, rural businesses, or business models that do not fit a bank's usual checklist.

For the right business it is a strong product. The catch is the route in. This guide covers who qualifies, what it costs, which lenders offer it, and how to prepare an application your bank can say yes to.

How the Business Accelerator Loan Program works

Your bank or credit union is the lender

The partner institution checks eligibility, processes the request, makes the credit decision and manages the loan. You make your payments to them.

BDC guarantees most of the loan

BDC guarantees up to 85% of the loan amount to the partner lender. The guarantee protects the lender, not you: you still owe the full amount, and a full personal guarantee is required.

BDC is not involved in your application

BDC says it has no visibility into application details or decline reasons. If your application is declined, the conversation is with your bank.

Who qualifies

BDC's published eligibility criteria are short:

  • Based in Canada.
  • At least 12 months in operation (RBC specifies 12 consecutive months).
  • Annual revenue under $10 million.
  • The partner institution is your primary lender. If you already have loans elsewhere, you are eligible only if the partner is your primary lender.

The partner's own credit criteria also apply, so meeting BDC's list does not guarantee approval. When it expanded the program in 2025, BDC said it was aimed at historically underserved business owners, and that most recipients had annual sales under $2 million.

FeatureWhat is published
Loan size$25,000 to $500,000
PurposeWorking capital and operating cash flow needs
BDC guaranteeUp to 85% of the loan, to the lender
Term and amortizationUp to 6 years (RBC)
RateFixed or variable, set by the lender. A 2025 report put the cap at prime plus 5%.
BDC application fee1% of the loan amount, one-time and non-refundable
BDC guarantee fee2%, built into the interest rate (RBC)
Personal guaranteeFull personal guarantee required
Other costsThe lender's usual fees, such as administration, legal and registration

Two things to factor in. The 2% guarantee fee inside the rate means a BALP loan will usually cost more than a conventional loan from the same bank, which is the price of being approved when you might not otherwise be. And because the loan is for working capital, it is not designed to fund major equipment purchases. For those, equipment financing secured by the asset is usually cheaper.

Which banks and credit unions offer it

VancityBritish Columbia only
Servus Credit UnionAlberta only

In BC, that means RBC, TD or Vancity. If your business banks with BMO, Scotiabank, CIBC or another credit union, BALP is not available unless you move your primary banking, and moving your banking just before asking for a loan rarely helps.

How to apply, and how to prepare

Contact a business banking representative at your partner institution and ask for the Business Accelerator Loan Program by name. Front-line staff do not always raise it, especially if your file is borderline for a conventional loan.

Because the bank makes the decision and BDC does not see declines, the quality of what you bring to that first meeting matters. A file that gets a yes usually includes:

  • Financial statements for at least your first full year, and year-to-date results.
  • Business bank statements that match the revenue in your statements.
  • A 12-month cash flow forecast showing how the working capital is used and how payments are covered.
  • A clear explanation of the need: inventory for a new contract, staff for a second location, a seasonal gap. Specific needs get approved more often than "general working capital".
  • Personal financial information, since a full personal guarantee is required.

Where a broker helps

With BALP, Canada Business Loan Experts prepares the file you take to your own bank, and helps you present it. If your bank is not a partner, or declines, we look at alternatives across 30+ lenders: a commercial line of credit, a working capital loan, or BDC's direct products. For broader preparation, see CBLE Funding Advisory.

How we are paid

Canada Business Loan Experts is an independent commercial finance broker. We are not part of BDC or any partner bank, and we do not make lending decisions. We may be compensated by lenders, including BDC, when we introduce and package an application. You can always apply to your bank directly, and engaging us does not guarantee approval.

Business Accelerator Loan Program FAQ

What is the Business Accelerator Loan Program?

The Business Accelerator Loan Program is a BDC initiative that guarantees up to 85% of working capital loans made by partner banks and credit unions. Loans range from $25,000 to $500,000 for Canadian businesses that have operated for at least 12 months and have annual revenue under $10 million. The partner institution makes the credit decision and manages the loan.

Can I apply for the Business Accelerator Loan Program directly with BDC?

No. You apply through a partner bank or credit union that is your primary financial institution. BDC guarantees the loan but does not take applications, and it has no visibility into application details or decline reasons.

Which banks offer the Business Accelerator Loan Program?

BDC lists RBC Royal Bank, TD Bank, Desjardins, Vancity in British Columbia, Servus and Lakeland credit unions in Alberta, Meridian and Alterna in Ontario, and NLCU in Newfoundland and Labrador. In BC, the options are RBC, TD and Vancity.

What does a Business Accelerator Loan cost?

Costs include the lender's interest rate, a one-time BDC application fee of 1% of the loan amount, and a 2% BDC guarantee fee that RBC says is built into the interest rate. The lender's usual fees, such as legal and registration costs, also apply. A full personal guarantee is required.

Can I use a Business Accelerator Loan to buy equipment?

The program is designed for working capital and operating cash flow needs. Major equipment purchases are usually better financed with an equipment loan or lease secured by the asset, which typically costs less. Ask your lender how they treat mixed uses.

Can CBLE help me apply?

Yes. Canada Business Loan Experts helps prepare the financial statements, cash flow forecast and explanation of need that your bank will review, and finds alternatives across 30+ lenders if your bank is not a partner or declines. We are an independent broker and may be compensated by lenders, including BDC.
